In a historic ceremony at Jubilee House on February 19, 2026, President John Dramani Mahama officially gave his assent to the 24-Hour Economy Authority Bill, 2025. This legislative milestone marks the formal transition of the government’s flagship policy from a campaign promise to a legally binding framework for national development.

The President emphasized that the long wait was a result of rigorous “due diligence” required to ensure the policy has the necessary legal teeth to drive structural change in the Ghanaian economy. “Now we must move from strategy to implementation,” the President stated during the signing.
Establishing the 24-Hour Economy Authority
The newly signed law establishes the 24-Hour Economy Authority, which will replace the previous secretariat. This central body is tasked with coordinating round-the-clock operations across both public and private sectors. Key sectors expected to lead this transition include:
- Manufacturing & Agro-processing: To boost import substitution.
- Logistics & Ports: Ensuring 24/7 clearance at Tema and Takoradi.
- ICT & Digital Services: Scaling Ghana’s tech hub potential.
- Public Services: Extending hours for passport offices and licensing authorities.
Investor Incentives and Job Creation
According to President Mahama, the business community—both local and foreign—has been eagerly awaiting this legal backing to unlock a significant package of incentives. These incentives, detailed in the 2026 National Budget, include: Incentive Category Benefit for Businesses Tax Breaks Reduced corporate tax for companies running three 8-hour shifts. Energy Tariffs Time-of-Use (TOU) tariffs providing cheaper electricity during off-peak hours. Security Enhanced police presence and private security architecture for night operations. Financing Access to a GHS 100 million stimulus fund for early adopters.
A Message to the Youth
The President reiterated that the primary goal of the 24-hour economy is to address the national unemployment rate. By adding extra shifts to existing businesses, the government aims to create millions of sustainable jobs. “This is for our young people,” Mahama noted. “We are expanding the pie so everyone can have a seat at the table.”
