Ghana has taken a significant step toward sustainable industrialisation with the commissioning of the world’s largest clay-based cement manufacturing facility. The $110 million project, operated by CBI Ghana Limited, introduces advanced low-carbon cement technology and positions Ghana as a global leader in environmentally friendly cement production.
Major Industrial Investment in Tema
The new calcined clay cement plant is located in the Tema Industrial Area and forms part of Ghana’s broader strategy to strengthen domestic manufacturing while reducing reliance on imported clinker used in traditional cement production. The facility has the capacity to produce approximately 1.5 million tonnes of cement annually, including nearly 400,000 tonnes of calcined clay.
Government officials say the investment will significantly boost Ghana’s construction sector while supporting infrastructure development and housing projects across the country.
Innovative LC3 Cement Technology
The plant uses Limestone Calcined Clay Cement (LC3) technology, an innovative method that replaces a large portion of traditional clinker with locally sourced calcined clay and limestone. According to research from EPFL and other global institutions, LC3 cement can reduce carbon emissions by up to 40% compared to conventional cement production.
Traditional cement manufacturing contributes roughly 7–8% of global carbon dioxide emissions. By adopting LC3 technology, Ghana is taking an important step toward greener construction and climate-friendly industrial processes.
Economic Impact and Job Creation
The project has already created more than 100 direct jobs for engineers, technicians, and plant operators, with over 1,000 additional jobs generated across supply chains such as clay mining, logistics, transportation, and construction services.
Industry analysts believe the facility will help stabilise cement supply in Ghana while reducing the country’s dependence on imported clinker, which often places pressure on foreign exchange reserves.

With Ghana’s rapid urbanisation and growing demand for housing and infrastructure, cement consumption continues to rise across the country. The new plant is expected to support major projects including roads, bridges, residential housing, and public infrastructure.
